Abstract

Following Brazil's independence in 1822, creating and managing the nation's various sectors was a necessary action. In the province of Ceará, in what was then the northern region of Brazil (now the Northeast region), in addition to structural needs, there was a concern for the population's health through the creation and hiring of a doctor to serve the population lacking the economic means to pay for consultations and medical care. To alleviate this situation, the president of the province of Ceará, José Mariniano de Alencar, created the position and hired a doctor paid by public funds to attend to people who lacked the economic means to pay for a medical consultation. This professional was popularly called the "doctor of the poor," and his activities took place from 1837 to 1861
